If they ask for food money, instead of giving it away, go buy them a sandwich. Helps to shake out who's really hungry and who's just hustling you.  I did that once for a begging old lady in the Philippines who looked half dead. I bought her a McDonalds combo meal and when i tried to give it to her she turned her head from it and said "No! Give me money!" I didn't give her any $ and ate the combo.
