As much as I loathe the government protective agencies, YES.

The worst thing about it is cops and social workers will come out and do their stupid file cases, which their only goal is to do their job and close the case...but the best case is they put some fear of god into those ppl knowing that they are on the radar and they are liable for something.

I know.

I have a mother that had adult protective services called on her multiple times because of the stuff she was doing in public. Luckily she's in assisted living now, and even left a VM for her case worker letting her know...no call ever returned.

CPS will have a case and keep at it until the case is closed/children safe.
