Maybe I'm missing it, but what is chaff, and what does it do?

It says it's fiber, but what kind of fiber?

Is it some kind of waste product? It tells that it interferes with radar. What does the military use it for?

Re: CHEMTRAILS= MILITARY USE OF CHAFF?
Original chaff was strips of Aluminium foil.

Planes would spread it in the sky, to bounce back radar signals.

e.g. on D-Day, bombers dropped chaff over the English channel, AWAY from where the real landings were placed, to help fool the Germans into thinking the invasion was in the wrong place.

Back to the OP, however; chemtrails are just contrails (also seen in WWII!). Get over it.

way back in 1994... canadian military vs Innu
[link to www.ammsa.com]

"He cites the military's use of chaff as an example of these omissions. Chaff consists of thin, metal strips that are released into the air from the aircraft to confuse enemy radar systems. Farmers in the United Kingdom have concerns about the use of chaff because some livestock have died or suffered illness from eating the substance, said Ashini. The DND purposefully deleted its use of chaff from the project description, he said."
