These quotas and low-crime taxes put taxpayers on the hook for guaranteeing profits for private prison corporations. 2.Occupancy guarantee clauses in private prison contracts range between 80% and 100%, with 90% as the most frequent occupancy guarantee requirement. 3. Arizona, Louisiana, Oklahoma and Virginia are locked in contracts with the highest occupancy guarantee requirements, with all quotas requiring between 95% and 100% occupancy. 4. Though crime has dropped by a third in the past decade, an occupancy requirement covering three for-profit prisons has forced taxpayers in Colorado to pay an additional $2 million. 5. Three Arizona for-profit prison contracts have a staggering 100% quota, even though a 2012 analysis from Tucson Citizen shows that the company’s per-day charge for each prisoner has increased an average of 13.9% over the life of the contracts. 6. A 20-year deal to privately operate the Lake Erie Correctional Institution in Ohio includes a 90% quota, and has contributed to cutting corners on safety, including overcrowding, areas without secure doors and an increase in crime both inside the prison and in the surrounding community. |

We put people in jail for stupid reasons such as smoking pot... People should only go to jail if they are a danger. Other punishments need to be invented for lesser crimes like restricted travel wage garnishments, wealth redistribution heavier taxes etc...the more serious your crime the worse your life will be. We would no longer need to jail non dangerous people this way and it would be much cheaper. |

Remove blacks and illegal aliens from the calculations and the statistics would show a much different picture. You are allowing the over-weighted statistics of less than 15% of the population skew the representation of the other 85% and then drawing sweeping conclusions based on that distortion. What IS accurate is that the other 85% IS paying the cost, needlessly so. |

There is an illusion here that if you pass a law against something everyone will respect it. Most people find out that jail isn't that bad of an experience and it becomes part of some people's lives. Reform programs are a joke. We went from institutionalizing people with emotional problems to forcing them on the street and for the prison system to take up the slack. Freedom means people can do as they please by bending the rules to fit themselves. So we have whole communities that are just breeding bins for people of no self control. Discipline is no longer treasured. The schools are breeding grounds for violent behavior. Many children are raised without any self discipline. Dirtyboy Think beyond impossible. |

We have thugs all over America that rob and steal and mug and rape people, over and over and over, and as soon as they get out they do it again. These people, repeat offenders, should be EXECUTED, not jailed. Murderers should ALL be EXECUTED immediately. Same goes for rapists. If we want to lower the prison populations, we need PERMANENT SOLUTIONS. |
