Buy a cage for her and keep her in there with a litter box /food/ water /toys until she gets it, to only go in the litter box. I got a 4'x4'x2'cage for $50, well worth it. Once kitty is only going in the litter box, re-introduce her to the outside world (outside the cage that is).
