Somewhat, but remember, they are releasing it in a fairly controlled manor (and then making it seem more chaotic/widespread then it is), using several different entities, in several different locations, at several different times, with several separate releases (primarily via ebola vaccine trials and ebola testing kits), using several different base strains even... anything could change at any point.

I personally want to say all the cases in the US currently are 100% bullshit, but the reason I can't say it fully yet is because there is a possibility they are part of a new real release, as isn't it coincidence that in mid September 2014, the NIAID/GSK ebola phase I clinical vaccine trails happened to start in the US (and are still going on in the US), and just weeks later the first Ebola cases start popping up domestically (Guinea/Sierra Leone all over again...). And now that same vaccine (NIAID/GSK) has moved to also doing its human trials in West Africa as well (to help re-up the ebola #'s in that area again via a new controlled spread, since tekmira/tulane got booted out, kinda like, tag your in?).

Anyways fast forward a few months (~Q1 2015) you will likley have small selected outbreaks in the US (thanks NIAID/GSK...) and maybe a few other places (which will of course be mega over-hyped/inflated during flu season to make a bad situation seem many times worse), which would be stacked ontop of a fairly large influx of new cases in West Africa due to the newly started NIAID/GSK trails in those areas. And just as things start really ramping up the approval of the VSV-EBOV ebola vaccine (made by Canada’s National Microbiology Laboratory with funding from the US DoD, which already donated 100,000 doses to WHO (even though it isn't approved yet... really? REALLY???) will likely be rush-approved and become ready to be used for mass human consumption, starting stage 1 of phase 1 of the larger vaccine agenda at play.

Anyways, just my 2 cents...

Given the public health need for safe and effective Ebola interventions, it is WHO’s assessment that the expedited evaluation of all Ebola vaccines with clinical grade material is a public health priority in the
framework of the WHO Ebola emergency response. Two candidate vaccines have clinical grade vials available for Phase 1 pre-licensure clinical trials. These vaccines are cAd3-ZEBOV (GSK/NIAID) and rVSV-ZEBO (Newlink/PHAC). WHO and other partners have engaged in facilitating expedited evaluation of these vaccines in order to generate Phase 1 safety and immunogenicity data for decision-making. A series of coordinated Phase 1 trials are currently ongoing or will soon be initiated with international consortia to ensure good communication and harmonization of key design elements to allow for merging of data from different trials of the same product. Parallel pathways for experimental use and Phase 2 and 3 trials of Ebola candidate vaccines.

The key outcomes expected from the meeting are as follows:
- identification of questions to be addressed through additional Phase 1 trials (e.g. special populations)
- consensus on clinical designs and regulatory pathways that would support licensure and use in affected areas, and
- consensus on the strategy for emergency use under informed consent in front-line workers
- outline of potential population to include in broader vaccination campaigns
- consensus on data for decision-making on large scale manufacturing

Phase 2 trials design: structured discussion led by Brian Greenwood
- Who to enrol?
- Health care workers?
- Which age range?
- Pregnant women
- Immunocompromised
- Other considerations
- What is must-have vs nice-to-have with regard to immunogenicity?
- Durability/boostability

I wanted to bump your thread with an added comment. Seems to me like 250 people is far more than would be needed to go around and poison wells with formaldehyde. Seriously, if each could do 3 or 4 wells a day that's 7,000 in a week. They could wipe out West Africa at that rate. Just seems like far too many people to entrust with an activity so nefarious the local villagers would probably kill if caught.
10 or less people could do enough damage and minimize the risk of being caught and exposed.

Formaldehyde would dissipate in water fairly quickly, and it's effect using this method would be fairly short-term (~4 hours) so it's not like they just poison a water supply and cause the water not to be drinkable for months or anything. In my opinion it's designed to be multiple short-term attacks in each case (enough to trigger a localized, short-term and somewhat real-time reaction).

is the idea that the virus is being adminstered in controlled "vaccination trials"?

that actually makes the most sense. I read that many of the Africans began killing healthcare workers because they felt the vacs were killong their kids.
