The near fulfillment - actually would not take place til over 100 years after Isaiah's prophecy.

An alliance of Medes and Persians under Cyrus the Great dammed the Euphrates River and marched through the riverbed and under the walls of Babylon to capture the city and overthrow the empire.

He may have plenty of power over humans, but not enough power to override Gods'.

Apparently, he doesn't know what he doesn't know - because he thinks he can exalt himself about God (even using the antichrist AC as a pawn).

And ultimately, ends up being humiliated - even by the lowly human.....

In the days of the Great Tribulation, the earth will not be literally empty, but Isaiah’s poetic description applies because the earth will seem empty in many places. In Rev 6 during the tribulation, 1/4 of the earth will perish; another one-third of humanity will die in the judgments of the great tribulation (Revelation 9:15-21), making the areas hardest hit seem as if the earth were empty.

So there will be a lot fewer people after the great tribulation.
