STATE OF NORTH CAROLINA
DEPARTMENT OF PUBLIC SAFETY
JOINT FORCE HEADQUARTERS
NORTH CAROLINA NATIONAL GUARD
1. (U//FOUO) Subject: Recent Call for Lone-Wolf Attacks inside the U.S. on Jihadi Forums
2. (U//FOUO) Threat: Currently there is no known threat specifically directed towards NCNG within the North Carolina AOR. Recent plots and past attacks indicate Military personnel remain an attractive target within the US. An increase in vigilance is warranted as Foreign Terrorist Organizations (FTO) aggressively seek to influence Home-Grown Violent Extremists (HVE) via online forums and social media.
3. (U//FOUO) Background:
(U) On September 18th, open source media outlets circulated an article obtained from a law enforcement bulletin published in June 17, 2014. The article indicates Islamic State (IS) fighters have increased calls for “lone wolf” attacks on military personnel in the U.S.
(U) Online publications such as “Inspire” and “Azan” routinely encourage would-be western based lone wolves to target military “soft targets” such as armories, reserve centers and recruiting centers. Information from these publications has been utilized in plots and attacks within the US.
Historical Incidents:
- May 2014, 30 year old Naturalized US Citizen from Yemen, Mufid Elfgeeh, was arrested for plotting to kill Soldiers returning home in Rochester, NY and material support of terrorism as he attempted to recruit three individuals to join ISIS.
- February 2013, 19 year old US Citizen, convert of Islam, Erwin Antonio Rios, was arrested for plotting to kill Soldiers stationed at Fort Bragg, North Carolina and fight overseas.
- November 2011, 27 year old, US Citizen and Muslim convert Jose Pimentel, constructed an IED in his NYC apartment and targets included U.S. troops returning home from Iraq and Afghanistan.
- July 2011, 21 year old US Citizen and US Army Soldier, Naser Jason Abdo was arrested and charged with plotting to attack US Soldiers with IED’s and firearms outside Fort Hood, Texas.
- July 2011, US Citizen, Muslim covert Michael McCright, driven by hatred towards US military, attempted to run USMC recruiters in a GSA Fleet vehicle off the road outside Seattle, Washington. McCright is also an associate of Mujahidh & Abdul-Latif (below).
- June 2011, US Citizens and Muslim converts, 32 year old Walli Mujahidh and 33 year old Abu Khalid Abdul-Latif were arrested while planning an attack on a Military Entrance Processing Station in Seattle, Washington.
- November 2009, 39 year old, US Citizen and US Army Officer, Nidal Malik Hasan shot and killed 13 Soldiers and wounded 32 others at Fort Hood, Texas.
- July 2009, 39 year old US citizen, Daniel Patrick Boyd, a convert to Islam, was arrested along with seven other men, including his two sons in North Carolina, had considered attacking the USMC Base in Quantico, Virginia.
- June 2009, 24 year old US Citizen, Muslim convert, Carlos Leon Bledsoe, shot two Soldiers in front of a US Army Recruiting Office in Little Rock, Arkansas, killing one Soldier and wounding another. Bledsoe spent 16 months in Yemen prior to conducting the attacks.
- May 2007, six radical Islamist men of varying citizenship were arrested for plotting to attack US service members stationed at Fort Dix, New Jersey.
4. (U//FOUO) Recommended Actions:
(U//FOUO) It is assessed, with moderate confidence, that the potential threat of lone wolf HVE attacks in the North Carolina AOR and will remain elevated through the holiday season. The increased use by FTO’s of social media sites in an effort to identify military members and their home or record as viable targets warrants a heightened state of vigilance for all members of NCNG.
(U//FOUO) An increase in FPCON is not anticipated and remains at ALPHA with BRAVO measures 7, 10 and 12.
(U//FOUO) All facilities increase the conduct of Random Antiterrorism Measures (RAM)
(U) Maintain situational awareness while in or out of uniform, traveling to and from work and relay those concerns to family and friends.
(U//FOUO) Report any suspicious activity, behavior or something out of the ordinary to police or security personnel immediately (911). If you see something, say something at;
[email protected] or call the NC JOC Tip Line 1-919-664-6000, ext 46370.
6. (U//FOUO) AT/FP Actions Taken. Received, reviewed and disseminated threat information, continue to monitor and provide pertinent updates and provide individual protective measures.
