At the new Moon phase, the Moon is so close to the Sun in the sky that none of the side facing Earth is illuminated (position 1 in illustration).

Why it's not causes Sun eclipse?

The moon is closer, thus it exerts the dominant tidal force, but the sun does contribute as well hence spring vs neap tides.
