Law enforcement claims the couple didn't seem to pose a threat. This after Miller threatened to shoot staff at the department of motor vehicles for suspending his license. Don't know about you but that sounds like a thread to me.

The second encounter was a domestic call, again, the didn't express any anti government/police comments.

The last encounter was about an alleged sexual abuse situation concerning the neighbors.

The couple initially went to the Bundy Ranch to "help out" but their anti government stance got them kicked out which only got them even more pissed off.

I think after the first incident with them threatening the people at the DMV would have been enough to put them of the radar.
