If it was garbage I had a thought on this issue. When I was in military (Navy) 20 years ago depending on how far out we were...we had trash call where you throw paper bags of trash over the side of the ship. However, No plastic was allowed in those bags. |

None of them are practical on this scale. Prevention is what should be focussed on.
