Heterosexual man molests 15 year old mentally handicapped girl

"Police arrested a man this week on charges he molested a 15-year-old girl who suffers an intellectual disability.

Louis E. Ramsey, 43, of 509 N. Sturdevant St., Davenport, is charged with two counts of third-degree sexual abuse for incidents that occurred in 2012 and 2013 in Davenport.

On May 26, 2012, Ramsey raped the 15-year-old, according to his arrest affidavit. On July 11, 2013, the victim, who was then 16, told Ramsey not to touch her, but he did anyway, the affidavit states."
