I can tell you from experience. Don't even fucking think about it!!!!!!!! I lived in two different areas, one was in the arts district, the other was in the suburbs, my car was broken into at both locations. The place is filled with drugs, violence and thieves to a level you can't even imagine. Until I recently visited Detroit (I'm on travel for work in Michigan right now) Baltimore was hands down the worst city I've ever seen.

That being said, The Inner Harbor is always worth a visit. Very nice, just be careful because obviously the hoods from the run down area love to go there to make trouble or rob people with money.
