And I also agree with you that off-world will be where many will go to survive this. The DUMBS on this planet are there for a variety of reasons, and many will be stationed there (there are many people already there). After the initial disasters, there will be many people who return to the DUMBS here on this planet and will land at places like Denver Airport or other locations for entrance into the DUMBS. But for the initial phase, I think many of them will just zoom right off the planet to go to off-world bases (probably the moon) in advanced craft and you won't even see them leave. Which in turn creates a life stile that is at odds with nature, in terms of what it takes for our survival, our current civilization is a direct result of an unhealthy life stile, one at odds with the natural order of things. Over Use of natural resources, pollution are but two of the end results. Not sure a more advanced version would in eventuality fair any better, unless they limited their numbers.
