As a former owner of a casino
I can tell you this-

We had to go 3 miles out and not until our GPS said 3.01 miles from port would we be allowed to start taking bets

In fact we were once accused of starting early @ 2.8 miles out but beat charge as it was, well, a lie by a famous criminal...

Anyway

I think we are looking at United Ships Of Google- a sovereign nation

Anyone can start a country 3 miles out in international waters

Funny- I once asked @ board meeting "why stop @ gaming? Why not sell blow and hookers too?"

It was a joke- sort of...

PS I wrote my 33rd screenplay on this idea/ a bunch of losers start a nation by assembling a dozen houseboats together and dropping anchor 3 miles from Atlantic City and they just take a ski boat into the beach daily to grab supplies and get a free Wifi signal, etc- it's a comedy...

When the World Is 70% water and 30% is land, and land is expensive and subject to non allodial title and taxes and laws etc- why not go with the flow no pun and create an oasis in the international ocean?
