I don't understand this OP. In this day and age...who still collects ivory? What kind of cold, heartless person would view a piece of ivory as more valuable than an elephant's life? So sad for all the animals who died out of greed.

Dudes in Africa who poison their own water and still believe in bad omens and shit.

Most African governments have game wardens now , they patrol looking for men with guns whereas a sufficient amount of cyanide or arsenic can be carried inconspicuously.
Sad as it is, if Africa wants to get serious about saving elephants, they will have to proactively tranquilize the animals and remove the tusks before they reach a commercially attractive size.
