I actually live in that area it's an intersection I use daily. These fucks ride around queens and Brooklyn everyday illegally pullin bullshit like that. I'm acquainted with a few of the riders from the group and although I'm reluctant to call them all uneducated criminal thugs, I'd say 90%+ are exactly defined as that.
