If Assad turns in his chemical weapons, then shouldn't he be arrested for mass murder?

But just HAVING chemical weapons is a violation let alone the murders that took place...I mean he has the smoking gun...what more evidence do they need?

Syria isn't a signatory to international controls on chemical weapons.
Also, owning them does not constitute evidence that the Assad regime deployed them.
I'll try and make it even easier:
If someone on your street got shot, and the cops found a gun in your house, it doesn't mean you're guilty of murder.

No you are right on that analogy but if someone is shot on my street by a vary rare firearm and they find that very rare gun in my house you know I am going to be questioned and held in a jail cell for sure.

Obama, in less than 24 hours reworded/restructured this cw proposal into a "why do you beat your wife" proposal repackaged to ASSUME Assad's guilt.
