If Russia and the USA run out of bombs, there would no world left, period.

People forget that the nuclear power plants all over the world will work in conjunction with nuclear bombs (or any large bombs) to magnify the damage a lot and then Fukushimas will start springing up everywhere as more and more of the world becomes uninhabitable and the plants can't be manned.
