Quasi-Buddhistic. The central letter looks like Siddham letter used for esoteric Buddhist meditation. Look up "seed syllable" and "Siddham alphabet." There are lotus-like symbols. The wheel at the bottom looks like a "nyoirin" wheel, another Buddhist symbol, but it has the wrong number of spokes.
But There is an olive branch which is a western greco-roman-Judeo-Christian symbol and not Buddhist.
My guess: some frustrated art school reject tossed his/her rejected piece of the window of a moving car ten years ago and dirt collected over it. Isn't there a famous Art school in Rhode Island? (RISDI?)
Use it to start your own religion, OP. Worked well for the founder of Mormonism when he found som meaningless metal plates in the ground...
