That picture (rather the picture on the far right) shows a mix of flesh and clothing very close to the wheel. Perhaps this picture was taken in close proximity to what is being looked at in this video?

People (not directed at OP or anyone on this thread) have already made their minds up about actors being used, and it's kind of a shame because very real people were very seriously injured in this.

False flags don't have to be created by TPTB. But, they can certainly use an event to suit their agenda. And even if it was a false flag created by TPTB, they care so little for human life that I can't imagine they'd second-guess killing/injuring innocent people "for the good of the many".
