The missiles are readied, fueled, all you need is to push the button. That is, the decision of the highest commander marshal Kim. Who is busy right now with state celebrations. They are more important for him right now. Don't you sense the irony? The destruction and invasion may wait a little while. No they are not written off. Otherwise, Kim would converse now with Kerry.

it could be deception to the public the public have been told thier in a state of war you dont have military parades in a state of war

I don't know which scares me most - the fat, annoying North Korean guy releasing a nuclear missile or the fat, annoying South Korean guy releasing a new single..

Looks like Kim is going to sleep on it, but if he doesn't launch tomorrow, I think he officially loses FACE, and that's the end for him.
