What makes you think they wanted to put a 'working' satellite into space?
For a working satellite to function, time & effort would have had to have been expended in developing it, which, if the North Koreans just wanted to test the viability of the staging process....would mean,they didn't do that, and it would have been irrelevant for them to put a 'working' satellite into orbit.
Its probably just a weighted cylinder.
There is also the major necessity on the part of the Kim Jong Un group within the DPRK government to consolidate Jong Un's political stability.
That would have taken pre-eminence over any technical feats of grandeur related to the launch.
