I do. And by "inside job", I mean that certain elements within our government bureaucracy (intelligence/military) removed the roadblocks that would prevent this intelligence operation from occurring successfully.
Politicians (presidents and congress) come and go. Bureaucracies remain and are entrenched, developing agendas over decades. Iran Contra was a good example of that. And that's just one we know of.
There is far too much circumstantial evidence, imo, for it not to have been allowed (and facilitated) to happen.

August 6, 2001 Presidential Daily Briefing memo saying "Bin Laden Determined to Strike Within U.S." -- preemptively giving us our culprit.
FBI agents in Minneapolis and Phoenix reporting to superiors about suspicious activity regarding arabic student pilots. FBI brass ignores it. (Director Robert Mueller).
Several of the alleged "arabic hijackers'" addresses were listed as U.S. military installations: Maxwell AFB, Defense Language Institute in Monterey, CA., Pensacola Naval Air Station.
