but from all the daily following today on a few paul sites. They are following the rules

THEN at the END of the RULES we have this thing stating NO delegate is BOUND!

Does the last GOP rule take precedent over the earlier one (considering they appear contradictory?) or was the first rule a state thing and he GOPCONV rule separate? WTF!
