If the Police is Sued, Will They Pay From Tax-Payers Money

Just read the thread where somebody wants to sue the police force for brutality.

But will the guilty police officer pay from his personal money/personal pockets or will the police department pay from Tax-payers money?

Where does police department get money from?

Why should tax-payers pay for police's reckless behaviour and brutality?

Police should come under the command of military.
