I have seen it many times where a quake is triggered near a tropical storm or hurricane.

The 5.8 quake a couple days ago was mentioned as a possible precursor.

Radioactive particles will concentrate near the center of any given storm. Lifting the particles up into the winds which generally travel towards the center of the storm in a curve. The particles are too heavy to rise into the upper atmosphere so they tend to accumulate in the center if the storm persists for a length of time.

Otherwise, any radioactive debris will simply appear to be smeared across the land in a curve relevant to the wind direction and velocity.
