He said Sue Wallis, the Wyoming lawmaker who is developing the slaughterhouse, and got the bill passed allowing horse slaughter was arranging the “town hall meetings,” although he said a time and place have yet to be determined. Late Friday, Wallis confirmed by e-mail that one public meeting — and possibly a second — was planned for those dates.

From the coments section: Dennis Coppel who is a member of Missouri Ranch Horse Association states that horse slaughter is a 'quick and painless end' to an old Horse's life. Well, I'm her to tell you Mr Coppel, you couldn't be more wrong. This death for any horse is prolonged,painful and excruciating. And, slaughter is not just for the old and tired animals but also for the young, fat and healthy foals. These babies are forced to watch as their dams and other family members, are hung on hooks and skinned alive. Their cries can be heard all over town and the smell of their blood insinuates itself through closed windows, doors, homes and churches. Sue Wallis, champion horse hater, will attest that slaughter is humane. Even in the most rigid of plants, this grisly horror is never humane. God help America, our horses and any town that has this business come to pass. I suggest you ask the children who will be subjected to the process daily and could suffer mental anguish as a result..

What it comes down to is the price of horses has bottomed out since 2008. They are NOT selling anywhere! Nobody can afford them anymore and those few who do won't be able to soon when the dollar goes dead. They're trying to move the prices of horse sales up again, that's why. But so many have already been slaughtered because nobody is buying them.
