Some people can handle drugs without it becoming a problem, others cannot. Prohibition of drugs only makes drug use more dangerous, not less.

If you allowed people a choice to choose, and they saw the negative effects of such a choice --- my bet is that less people would op to even trying them out.
Some People can handle "Drugs", yes no doubt
but in my work i never met one
who can handle "Opiates and Opioide" in a long term!

what kind of Rehab?
Do you know that that the People in India,
which produce together with Tasmania,
the majority of the pharmaceutical Opiates
have not enough Opiates for their own People
because they need to sale everything to the US?
In fact many of the Cancer Patients in India
are crying in Agony until they get some Morphines
from Europe or USA but they are highly Expensive
and not many People can pay for it!
