If we sent all these types of offenders to court-mandated counseling, who would pay for it? Who would make sure that she doesn't do more harm to her children, or herself, or someone else, while she goes through treatment?

The prisons (at least in the U.S.) are increasingly becoming controlled by private corporations. They receive more money and can expand their facilities as they gain more inmates. I wouldn't be surprised if this trend is also occurring in other developed nations like Australia, England, Japan, etc. It's much easier for a judge to send a criminal like this woman to jail, whether it will cause her more harm or not.

In an ideal world this woman would have grown up in a small community with a loving family, and she would probably not get romantically involved at age 14 with a 30 year old man. But we live in a sick, twisted world patrolled by perverts & pedophiles. There's no easy answer here.
