Actual martial law though...if there's the DOOM we all speak of here happening (in any variation), I believe martial law will be obvious lol.

Could be - but Hawk's response seems more toward the mobilization across the US, pertaining to disaster-related events and/or pandemic, chaos, etc (i.e. manufactured chaos created by TPTB)
