They are very old, they were cheap to build when built, but they have to be maintained to keep operating. Any machine needs regular maintenance and occasional replacement of parts, sometimes big parts. There is an existing law called "new source review". You get to maintain your old plants, but you don't get to build new ones. But then they started saying that certain major maintenance activities constituted making a "new" plant. This interpretation comes and goes. One of the good things about Bush is he decided to ignore new source review and let the power companies maintain and even upgrade their plants. Now with Obama, I'm sure he is cracking down and trying to drive these plants out of business. Is it really voluntary closures, or closures because the required maintenance is no longer allowed? I have my suspicion ... |
