Transitioning nuclear plants to the use of thorium would seem to be a good topic to begin with in this plan. But we're trying to exist within an extinction level event with Fukushima. Unless and until that's addressed, nothing said or done will have any effect on the future of earth humanity because there won't be anyone here to care.
