This idiot speeds past two cops and then turns around to question them as to why he was not stopped for speeding. Claiming to be from DHS, they then begin to question him.

Here is an excerpt: (his last name explains a lot)

"Morand told the officers that he worked for Homeland Security, which was in the area "testing the competency of law enforcement and if they see any weird [expletive]," the arrest report noted.

The officers asked Morand if their agency had been made aware of Homeland Security's presence and of their test, and he said "yes," according to the report. Morand also told the officers, "Your higher ups were notified of this, but not you guys," according to the report."

What the hell was this guy thinking? It's like he WANTED to get arrested!
