Food pantry system for expired groceries would work ! I used to have some low income rentals and the Church would feed and a place called John Luis coffee shop , meal sites ! This allowed food stamp recipients to sell all or part of their government groceries or stamps ! Then yes most were drug and or alcohol users !!

Can't get wine with a SNAP card...
Today I was in line behind an old man and a young woman and her kid in Food lion, checking out.
When I got to the parking lot, the old man was taking cash from his wallet and giving it to the woman, who had paid for the three bags of groceries with a SNAP card.
He took the groceries and drove away in an old pickup, she took the cash and got in a recent model Expedition and left going the other direction. I realized theat I had just witnessed a "straw purchase" of groceries by a SNAP card holder who sold her benefits for cash...

Sounds just like southern Delaware to me--I see spanish-speaking people with overflowing crts using SNAP cards every time I shop--in fact the only peoplke I ever see with full carts are all using cardss that say "Delaware" at the top...
