Obama is contemptous of congress - more so than any other president.

Obama made 6 recess appointments at the end of last year just to shove his thumb in the eye of congress. A President who has to make recess appointments while holding an 18-seat majority is either an incompetent or selecting radical nominees so far out of the mainstream as to lose members of his own party — or perhaps both.

He is even open about his nasty tactics.
