I would make spooks watch the bank accounts of other spooks. I would be watching for transactions from sources other than the spook agency and then I would monitor those accounts for activity. I would flag spook accounts for certain activity. I would then use spooks to neutralise spooks with suspicious account activity. I would then try to control the individual spooks within the spook agencies. Once I had control over a number of spooks I would use them to neutralise spooks that had been compromised by foreign services. After achieving control over the spook community I would then take over the country. Then I would impliment a system to allow the higher ranking spooks to control the lower ranking spooks after my term had ended. These spooks would then control the government and forge a system where politicians made laws consistent with the general will of the public, free of outside influence whether it's from foreign spooks or individuals. The political system would only be open to natives of the nation including advisors.
