HOLYOKE — Her toddler was adorable and rambunctious, but his vocabulary was limited to “Mommy’’ and “that,’’ while other children his age knew dozens of words. When little Alfonso tried a full sentence it came out in a swirl of sounds, often followed by a major league tantrum when he realized he was not understood. And so his mother, Roxanne Roman, was not surprised when the 18-month-old was diagnosed by a specialist with speech delay.

It came as a shock, however, when she learned from relatives that Alfonso’s problem might qualify him for thousands of dollars in yearly disability payments through the federal Supplemental Security Income program. For Roman, pregnant with her second child at age 17 and living at her mother’s, the extra income was attractive. She wanted to rent her own place.

Within three months, the boy’s application was approved. Alfonso receives $700 in monthly cash benefits, plus free government-paid medical coverage. Roman said her relatives told her she can pretty much count on the disability checks for Alfonso, now 5, to keep arriving in the mailbox for the rest of his childhood.

“They don’t ask many questions about the child once you’re approved,’’ Roman said.

"Alfonso is part of the wave of very young children swelling the ranks of this $10 billion disability program — once primarily for those with severe physical disabilities but now dominated by children with behavioral, learning, and mental disorders. Children under 5 are the fastest-growing age group qualifying for SSI benefits, representing four of every 10 new cases, according to data obtained from the Social Security Administration, which runs the program.

Driving much of that growth is the twelvefold spike since 1997 of children approved based on a primary diagnosis of delayed speech, a sometimes persistent but more often short-lived affliction that starts in toddlerhood.

It is a program with the idealistic goal of helping needy families with disabled children, part of the federal government’s broader drive to intervene early in such cases. But a Globe review has found that while SSI provides a coveted financial benefit for growing numbers of the very young children, it largely fails to monitor their progress or to guide out of the disability system those whose condition has improved.

Government data show that Social Security officials have, over the past decade, fallen far short when it comes to conducting the regular case reviews required by statute. A typical SSI disability case is supposed to get a full medical review every three years, but from 2000 to 2008 the agency examined, on average, only 10 percent of the children on SSI."

Although there are no doubt real cases of ADHD I've suspected for a long time that most of the milder ones are really just shitty parenting, including feeding kids crap and letting the TV do most of the babysitting.

Although there are no doubt real cases of ADHD I've suspected for a long time that most of the milder ones are really just shitty parenting, including feeding kids crap and letting the TV do most of the babysitting.

Hmmm.

Disabled. Who says? The status quo? How do we know they aren't evolving? So they can't sit still, can't focus for long periods of time (which I don't buy, I think they can IF it's something that interests them and the bunk they are fed isn't stimulating enough for them) and have difficulties with speech.

Ever met any of these kids? Their imaginations are OUT OF THIS WORLD. They are active. They get very involved in their passions. What's so wrong with that? Why can't that be okay? So what if they don't fit within modern education settings? Why don't WE think outside of the box and instead of trying to label, medicate and treat them for being different, let's meet their needs instead in the ways that suit them (that means big changes in how kids are educated). See where it goes.

And parents are getting paid for this "disability"? I'm guessing the government just wants a list of names of these children and are basically paying off the parents to have it.

Sorry but I'm not for the system in most of these cases.

I know a guy that has dyslexia and his parents were able to draw monthly income for him. Instead of spending time to teach him they just ignored the dyslexia and he became an adult that can't read or write. He is now in his late 40's and still sucking the system for monthly payments... "just because he can't read" This guy owns a boat, a home in his name, cars etc. He goes to parties all the time, vacations etc. all on our dime... It really pisses me off redface
Just because you can't read means you can't work???????

Well there is probably many more considered to have it because of this money than actually have it.
Which is a shame because this waste of money could be spent on research to help treat and cure those who actually have it.

That's autism (extreme at that if you're in a corner drooling), not ADHD. Huge difference between full blown autism and ADHD. Do some research. A lot of it apparently.

When I went to school you were just thought of as stupid or didnt try, there were some cases I would say looking back they did have a learning disability, like the guy who was 13 in the 3rd grade, who the Teacher sat in the back of the classroom, finally after the kids made fun of him so much his Mom took him out of school, now him I would say was disabled,we didnt have names or money to help those back then. Some know the ropes and everyone in the family is considered disabled and collect money, I guess when it comes to money everyone wants some whether they deserve it or not

Relax dipshit, was a joke...btw, autism is indeed covered by SSI, and autism is supposedly some sort of epidemic, which I've been saying since Day 1 is complete and total bullshit!

Autism and ADHD and many many other so-called disabilities are being exaggerated by parents and dr's. alike to utilize full bennies of SSI and other gov't bennies.

Most kids with "autism" and "adhd" are perfectly fine...it's the parents that need to be strung up.

The article is about speech delay, ADHD is only mentioned in one paragraph in a 7 page article, and only as a secondary disability. You cannot get SSI for ADHD. Most children diagnosed with ADHD lost SSI a few years back. (Ohio)

Speech delay is the new ADHD since then.
