I've always thought that Kim wouldn't be crazy enough to counter-attack during the drills as his opponents would be highly prepared. They're more likely to retaliate under the cover of darkness, especially after giving the impression they were backing down.

NK also has the advantage of not having to declare all out war before striking, in that they have never really exited a state of war for the past 60yrs.
