Regarding tsunamis--it's the crustal shift under the surface that has the most effect. Lateral shifting with little lift is not going to displace as much water and create a big wave, as would a more vertical displacement--kind of like slapping water hard v. patting it--only from the bottom up, rather than the top down. Hope that kind of paints a bit of a picture regarding cause and effect.
