It is one thing to go to a neighborhood as a government and offer it money because the residents in it are poor and they happen to be black. Through such a practice, you would inevitably have more black people in the program likely because of the numbers of poor black neighborhoods, but you would also be offering equal chance to poor white neighborhoods. But, if you offered money to blacks only, that would be racist. |
