Has anyone else received a IRS letter saying your Stimulus Payment is "under review"?

Received the IRS notice on the 20th dated the 16th. Titled "UNDERSTANDING YOUR ECONOMIC STIMULUS PAYMENT"
Everything looks hopeful on the front. It goes through "what you need to do"...You do not need to do anything. And "how we calculated your payment".... your payment is based on your 2007 federal income tax....
Turn the page, and on the back is "your stimulus payment calculation"...
which again, looks ok. there's my taxes and my kids(3).
And then at the bottom comes the blow...
"Your stimulus payment has been delayed for review....."
I think the banks have been bled dry by the rapists on the hill and the CEOs in the banks. They will give any excuse they can, to get out of sending it. I think they are stiffing the poorest(my income is below 15,000yr)because they have the least recourse. I think payments are only going to be made to a certain income level and up, for visibility, for the effect.
