The FBI made the change.

Meaning the Clinton Campaign Lawyer revised the FBI Statement in order to make it appear that FBI believed the server (which they never looked at) had definitely been hacked.

Remember: Adam Schiff's committee supressed the testimony of Shawn Henry (who had actually done forensics on the Server).
