Also, there's all sorts of "incentives" for companies to do the enforcing for them. And then there's banks and accounting firms and payment processors and etc that all businesses use. Don't get me wrong, the question was a good one... However your attempted answer to the question is unrealistic and fails to take into account the interconnected nature of the world today. The real answer to your question is, easily and without sending "inspectors" door to door. Worse than that, they have an extremely good idea of the people who are planning not to comply already (just from data they can legally acquire and use to say nothing of all the data they'll use illegally and that you can't do anything about them doing it). So the real answer to your question is, EASILY! I get why people want to talk themselves into thinking oh they can NEVER ENFORCE IT now that it's obvious that even though mandates themselves are wildly illegal they're doing them anyway.
