Sending shipments of ammonium nitrate through Syrian ports was too risky. The road from the ports to Damascus was too long and cut off in several places by the rebels. The road from Beirut to Damascus was shorter and under friendly control. So Russia sent the ammonium nitrate to Beirut so that when Damascus needed it Hezbollah was able to send some. [/quote]
