I am seeing a pattern of control mechanisms being put in place.
House Bill H.R. 6665 ;

H.R.6665 - To direct the Secretary of State, in consultation with the Secretary of Health and Human Services, to submit a report on the actions of the World Health Organization to address the spread of the virus responsible for COVID-19, and for other purposes.
Then we have, House Bill H.R. 6666 ;

H.R.6666 -"All Information (Except Text) for H.R.6666 - To authorize the Secretary of Health and Human Services to award grants to eligible entities to conduct diagnostic testing for COVID-19, and related activities such as contact tracing, through mobile health units and, as necessary, at individuals' residences, and for other purposes."
"And for other purposes" seems to be a nice catchy phrase to be conveniently interpreted by anyone in control at the time.
Looks like they want to come door to door for compliance to me, for what ever their agenda may be.
